The Board's mandate is to lead, support and manage the Council’s objectives and initiatives which reflect the diverse inputs of PAC Ambassadors, Delegates and membership network.

Fabien Anthony, Chairman
Global Entrepreneur, Venture Investor, Media Founder, and Community Leader
Recognised as the Global Top 100 Most Influential People of African Descent (MIPAD) Under 40 and the African Travel Top 100 Global Tourism Personalities in 2019, Fabien Anthony is a global, career entrepreneur and investor in the real estate, technology, agribusiness, renewable energy and digital media sectors with ventures that have spanned over 22 countries across four continents. Mr Anthony has been responsible for managing key governmental, institutional and business relationships across the globe, advising leaders on strategies for advancing international cooperation, creating cross-sector dialogue to influence policy-making and driving sustainable development and investments.
In addition, Mr Anthony is a Co-Founder and Managing Partner of AFAR Ventures – a leading data, media, and creative agency featured in Forbes Brasil and Exame Magazine. AFAR specializes in trends and insights across emerging diversity markets through its AFRO.TV platform and serving domestic and international brands such as PEPSICO, Netflix, Sony, Disney, and AFROPUNK, among others.
As an advocate of education and creating new economic opportunities, Mr Anthony also engages as a community development practitioner, working to develop the self-confidence, capabilities and entrepreneurial skills of youth across the Africa and regions of the Diaspora.
Mr Anthony holds a distinguished degree in the field of Electrical Engineering and a Master’s in Business Administration with advanced studies in International Development and Globalisation. He is fluent in English, French, Spanish, Portuguese, Chinese, Creole and conversational in Russian.

Hassan Wardere, Executive Board Member
Social Entrepreneur, Business Coach
Mr Wardere is the founder and executive director of Bulle Consulting, a firm specialised in project management, authentic community engagement, capacity building, change management, strategic planning and partnerships, technical assistance, etc.
He utilises a unique strategy of valuing home cultures when supporting the development of strategic ideas, successful designs and integration of creative, customized, equity-driven programs and services.
Applying Results-Based Management (RBM) that honours internal strengths is also one of the strategies that Mr Wardere uses for both small and large organizations. This tailored RBM approach gives an organization the leverage to hold on to its cultural values and contribute to the achievement of each outcome. Mr Wardere speaks English, Somali, and Swahili.

Ayesha Wharton, Board Member
International Relations Expert, Director of CARICOM & Caribbean Affairs at Ministry of Foreign & CARICOM Affairs, Trinidad & Tobago
Ayesha Wharton possesses over 20 years of experience in the field of international relations (having interned at the Association of Caribbean States in 2001), and 16 years experience in the Ministry of Foreign and CARICOM Affairs of Trinidad & Tobago.
Ayesha Wharton previously served as Director of Consular Affairs and Chargé d’Affaires at the Embassy of the Republic of Trinidad and Tobago in China.
She has also worked to promote Pan-African ideals and showcasing the culture of the Caribbean community throughout her career.
Through her involvement in organizations such as the Soweto Marimba Youth League (SMYLe) in South Africa and the mentorship of Black women throughout the Diaspora, Ayesha Wharton has demonstrated her commitment identifying, empowering and fostering leadership among women.

Norbert Haguma, Board Member
Tech Entrepreneur, Blockchain Expert, South-South Cooperation Specialist
Norbert Haguma is a Rwandan national and entrepreneur based in Kigali. He has accumulated 10+ years’ experience in strategic South-South and Africa-China cooperation, working with prestigious institutions such as China Development Bank, EXIM Bank and a number of national governments and Chambers of Commerce.
As Rwanda Country Manager for SPENN and Rwanda Regional Ambassador for the Global Blockchain Business Council, Mr Haguma has been leading the conversation around blockchain development throughout Africa.
He concurrently heads AfricaGen, an organization that seeks to galvanize 1 million young Africans into formulating and implementing plans of action that align with the hopes and aspirations of the African people.
Previously, he co-founded YAPS (Young African Professionals and Students) the largest pan-African association in Asia; co-founded Vingu – a desktop virtualization company, and co-founder and CEO of Kiziga.com – a tech company specializing in education and technology transfer. He also served as the representative of African Leadership Network in China. Mr Haguma speaks six languages including Kinyarwanda, Swahili, Mandarin, French, and English.
